Paul W. Lee, Executive Director
Paul is a retired Chattanooga Police Department Captain, with 29 years of law enforcement service. He has worked on several specialized units including Federal Task Forces, five years as a Hostage Negotiator and five years on the SWAT Team. He has been an FCPO member since 1995, is a former Chapter Chairman and has served in various capacities on the National Board. Paul and his wife, Donna, have five adult children and four grandchildren.
Del D. Walinga, President
Del, a graduate of the Iowa Law Enforcement Academy, has served with both Police and Sheriffs agencies in all areas of assignment and is a retired Chief Deputy and Jail Commander. He has received the Governors Volunteer Award and Honorable Service Citation for Bravery. Del also serves with Pointman Leadership Institute, which provides ethics training worldwide in character-based, principled leadership. He and his wife, Jackie, a surgical nurse, have three adult children.
Charles (Chuck) Urgo, Vice President
Chuck is a retired Lieutenant with the Chicago PD, having served as a Patrol Officer, Detective, Patrol, Tactical and Neighborhood Relations Sergeant, Field Lieutenant and Watch Commander over a career of more than 32 years. He was the first president of FCPO Chapter 26, chartered in April of 1977, and currently serves as an Elder in his church in Chicago. Chuck’s wife Carol is a licensed clinical psychological counselor who volunteers at their church, and they have two adult children and three grandchildren.
Michael J. (Mike) Mealer, Secretary
Mike is a retired Commander of the Chicago PD, with over 32 years of law enforcement service. He has practiced law, taught college classes in criminal justice, held an FBI issued Top Secret Information Clearance, and is experienced in designing, implementing and delivering training and developing strategies, operational plans, policies, and procedures. He also attended the FBI National Academy in 2006,concentrating his master’s level studies there on leadership and counterterrorism. Mike and his wife Christine have three adult children and one grandchild.
Jonathan Parker, Treasurer
Jonathan has been a full time, sworn law enforcement officer since 2007, having served as an Adjunct Training Instructor for area police agencies and as a School Resource Officer. He is also an ordained Church of God Minister, serving in various ministry capacities since 2001. Jonathan is Hamilton Co., TN Sheriff's Office Chaplain, the Founding Pastor of Cop Church Chattanooga, the host of the Watch Your Six Podcast for law enforcement families, and is a nationwide speaker. He and his wife Meredith have been married since 2006, and have one daughter.
James (Jim) Bontrager
Jim is the Senior Chaplain with the Elkhart, IN Police Department. A former United States Marine, Jim holds his Master Chaplain credentials with the International Conference of Police Chaplains (ICPC), and is a certified law enforcement instructor with the State of Indiana and the ICPC. He also spearheads Warrior on the Wall Ministries which hosts, in conjunction with FCPO Chapter #232, the annual Breaching the Barricade Conference and Law Enforcement Officer Appreciation Day. Married to his wife Susie for over 30 years, Jim is the father of 9 children.
Kristi Neace is a Christian writer, speaker and Founder of Badge of Hope Ministries, an outreach to police officers and their spouses. Married to an officer herself, Kristi understands first-hand the stresses of law enforcement life, and has a heart for reaching out to hurting families; women in particular. She has authored a number of books, articles, and blogs, and has been featured on several national media outlets. Kristi and her husband, Rick, a former National Board member himself, have three married adult children and two grandchildren.
Robert (Rob) Hinson
Rob is a retired Jacksonville, FL Sheriff's Office Detective with 32 years of law enforcement experience, having worked in Homicide investigations, Intelligence gathering, and conducting national security investigations as liaison to the FBI Joint Terrorism Task Force. He is an ordained Baptist Minister, serving in several capacities in his local church. Rob has been an FCPO member for almost a decade and serves as Chairman of his local Chapter. He and his wife Cindy have two married adult children, and are expecting their first grandchild in December.
Jeremy is a sworn officer with the Seattle Police Department and, in 2014, was recognized as their Officer of the Year. He and his patrol partner started and ran a community outreach program for 4 years which provided 1,100 new beds for local children who were sleeping on the floor. Jeremy has been a full-time training officer in the field training unit, and currently serves as a full-time peer support coordinator. He also started and serves as Chairman of his local FCPO Chapter. Jeremy and his wife Ketryna, married since 2004, have four children.
Robbin Wilkins retired as a Lieutenant from the Salt Lake County District Attorney's Office in Salt Lake City, Utah after 30 yrs. of service to the community. She founded a local Police Athletic League chapter in Salt Lake City for children whose parents couldn't afford local parks and recreation programs. In 2016, she founded E-Met Forensic Investigations, which provides investigative services to the legal community. Robbin joined the FCPO-USA National Board of Directors in 2018.
Michael (Mike) Swihart
Retired from the Ft. Collins, CO P.D., Mike’s police career spans 31 years and 3 municipal police agencies. He was also a firefighter/EMT with 2 local fire departments. An Army veteran, Mike accumulated 10 years of active federal service, including a training exercise in Korea and 2 Middle East deployments. Currently a volunteer fire dept. chaplain in SE Wyoming. Mike and his wife, Linda (also a cop/firefighter/EMT), are the founders of Hart Rescue, ministering to first responders and those serving in the military.
Glenn is a Chaplain with the Tulare County, CA Sheriff’s Office, holding a Masters Degree in Counseling and Bachelors Degree in Theology. He also recently began a new ministry as a hospice counselor. Glenn has worked with juvenile and adult drug court, as well as the California Department of Corrections. He has also assisted handlers and trained K9s for Sheriff Departments, and now owns his own K9 Training Academy. Glenn and his wife Myriam have been married since 2010.
National Office Support Staff
Ivette Diaz, Administrative Assistant
Ivette, a graduate of Tennessee Temple University, became the National Office Administrative Assistant in 1994 after her husband Harold, at that time a Chattanooga Police Officer, heard about the opportunity at an FCPO meeting. She handles a wide variety of tasks, ensuring efficient operation of the National Office and that interactions between FCPO and others are positive and productive. Both natives of Puerto Rico, Ivette and Harold have three adult daughters and two grandchildren.
Steve Rogers, Communications Specialist
Steve has been involved in nonprofit Christian ministry for over three decades, coming to the FCPO-USA National Office in 2015. Most of his responsibilities are behind the scenes, primarily in the digital world, having over a decade of website management experience prior to coming to FCPO. He is the primary administrator of the FCPO-USA website and social media platforms, in addition to writing and editing a variety of other media materials for the organization. Steve and his wife, Amy, are lifelong residents of the Chattanooga area.
